United States: TSA Busier than 'Usual', Even if a Shadow of 2019 Levels

(19 October 2020)  Yesterday the US Transportation Security Administration (TSA) screened more than one million passengers through domestic security checkpoints for the first time since mid-March when the COVID-19 crisis paralyzed air travel. With the exception of the US Labor Day weekend (4-7 September) October is the only month since mid-March with repeat days of 900,000+ travelers screened, totaling more than 15.1 million passengers month-to-date, compared to 21.5 million for the entire prior month.The airline industry is of course struggling across the board compared to 2019 when October passenger throughput at TSA checkpoints would often surpass 2.5 million per day.Restrictions on international travel have also translated into foreign passengers making up a smaller share of travelers screened through US domestic checkpoints. The share of passengers cleared through TSA checkpoints in July 2020 that were domestic climbed by more than 16 percentage points compared to the level reported for July 2019.

(18 June 2020) Industry experts predict that the aviation industry's recovery from the coronavirus outbreak will be long and slow. According to estimates from Boeing Co. Chief Executive David Calhoun, air traffic may not bounce back for two or three years. Air flights are a major factor in the spread of the coronavirus across globe and within countries. Today the third global wave of the COVID-19 pandemic significantly restrains the recovery of flight traffic.By June 17 the number of commercial flights globally was down 56 percent compared to the pre crisis period and total flights, including military, ambulance, government, and some other types of flights, were 32 percent lower.While stock markets have almost recovered to their pre crisis level, share prices of the largest airlines and aircraft manufacturers are still 20-60 percent below pre crisis peaks. Aircraft manufacturers with heavy military sector orientations, such as Lockheed Martin and BAE Systems, have outperformed others in the industry and returned to nearly pre crisis levels.

After international borders were closed and countries locked down to prevent the spread of the coronavirus, passenger demand for air travel vanished, incurring billions of dollars in losses for the aviation industry.According to a recent outlook from the International Air Transport Association (IATA), the global aviation industry will lose $100 billion of net profit in 2020 and 2021. On average, every day of 2020 will add $230 million to industry losses. Recovery of the aviation industry is expected to be a long one, particularly because of the industry's increased debt burden. After a decade of profits, debt levels were relatively low ($430 billion, or roughly half annual revenues). Vital financial relief measures by governments have kept airlines from going bankrupt so far but have ballooned debt by $120 billion to $550 billion, which is about 131 percent of expected revenues in 2020.Passenger load factor is expected to decline to 62.7 percent in 2020. According to IATA estimates based on sample of 122 airlines, only four airlines in the sample could break even at load factors below 62 percent. The remaining 118 airlines would, with their current pricing policies, would be in the red.

Evolving threats to civil aviation will almost certainly drive demand for investment in new security technologies to detect and mitigate security threats while leaving total global air passenger traffic relatively unscathed because of strong growth drivers. Industry analysts anticipate that the global aviation sector's growth in 2016 will exceed the 6.5 percent growth in passenger traffic last year. Drivers for growth include increasing air traffic volumes in China, South East Asia, and the Middle East as well as sustained lower global oil prices.  Recent deadly plane crashes, including Russia (March 2016) and Egypt (October 2015), as well as the terrorist attack at the airport in Brussels, Belgium, present wildcards that will likely only affect the industry's growth on the margins.Airlines will manage varying levels of additional capital costs for fleet maintenance and security as well as losses for intermittent reductions in air traffic volumes in markets affected by terrorism. While the aviation sector may be an attractive terrorist target, as commercial air traffic has steadily grown so too has the industry's safety record, suggesting it possesses the responsiveness required to address modern aviation threats. In 2008, about 1 million people died in road accidents worldwide compared to 1,000 fatalities in plane crashes.Aviation is also the fastest and arguably the most comfortable means of long-distance travel, virtually ensuring continued air passenger traffic growth well beyond the more than 3 billion passengers carried by air in 2014. The allure of this industry to terrorists and other attackers is unlikely to diminish and demands continued security investment to match the evolving threats. Aviation is a soft target with high symbolic value and media exposure. Attacks are costly for the airlines, affected families, and countries involved.
